Dorset Fire and Rescue Service (DFRS) recognise that the protection and safety of vulnerable adults, children and young people (hereafter referred to as vulnerable people/groups) is the responsibility of all staff.
 
A vulnerable adult is a person who:
 
"Is or may be in need of community care services by reason of mental health or other disability, age or illness and who is or maybe unable to take care of themselves, or unable to protect themselves against significant harm or exploitation". This may also apply to carers.
 
A child is:
 
"anyone who has not yet reached their 18th birthday". If a child is 16 and living independently this does not change their entitlement to services or protection.
 
Abuse is:
 
"a violation of an individual’s human and civic rights by any other person or persons"
 
DFRS expects all members of staff, in line with legislation (Children Act 1989/2004) ("No Secrets" National Guidance), to act on suspected or potential cases of abuse to vulnerable people/groups. 
 
Reporting concerns can be difficult but saying or doing nothing is not an option.
