Register of Disclosable Pecuniary Interests

Dorset Fire Authority - Members' and Co-opted Members' Register of Disclosable Pecuniary Interests
 
All Fire Authority members are required to record their disclosable pecuniary interests in a public register. The interests relate to the member and other relevant persons.
 
From 1 July 2012 all Fire Authority members (elected and voting co-opted) are required to ensure that they have completed a form to register any interests which meet the description of a disclosable pecuniary interest. Members are required to disclose such interests at meetings of the Authority, Committees, Sub Committees and so on.
 
Each form is made available on-line which detail members' interests included in the public Register, and is shown below. The descriptions of the new disclosable pecuniary interests are set out on the last page of each form.

Members are obliged to keep their Register entries up-to-date and to inform the monitoring officer of any changes.
 
Failure to have accurate and full records of interests in the Register can be the subject of a complaint or criminal offence.

Member's Personal Interests

In September 2007, the Dorset Fire Authority adopted a code of conduct regulating the behavior of members of the Authority. This replaced an earlier code adopted in 2003.
 
You will find a link to the code through the quick link, to the left of this screen. Included in the code is a requirement that members of the Authority must declare certain of their ‘interests’ for inclusion in a register kept by the Authority’s Monitoring Officer.
 
The Local Government Act 2000 requires that this register of members’ interests must be kept available for inspection at an office of the Authority during reasonable hours. The Fire Authority covers an area stretching from Lyme Regis in the West to Christchurch in the East and because of this, Dorset Fire Authority has agreed that it will go further than is required by the law and will make a copy of this register available on this website.

Code of Conduct

 Preamble to the Code of Conduct - The Ten General Principles of Public Life
 
When the Code of Conduct was adopted by the Dorset Fire Authority on 26 September 2007 it was agreed that the Ten General Principles of Public Life would be incorporated as a preamble to the Code.

 The Ten General Principles set out below are not part of the adopted Code of Conduct but they do underpin the requirements of the Code and define the standards that all members should uphold. Guidance from the Standards Board for England cautions that a failure to act in accordance with these general principles may result in a breach of one or more of the specific requirements of the Code.

The Ten General Principles also underpin other key policies agreed by the Fire Authority and reflect legal obligations upon the Authority through the Human Rights Act, Freedom of Information Act and through equalities legislation. The seventh of the General Principles in particular requires that members should show respect for others by promoting equality, by not discriminating unlawfully against any person, and by treating people with respect, regardless of their race, age, religion, gender, sexual orientation or disability. This commitment to respect and equality of treatment is to be found in the Fairness at Work Policy which commits the Fire Authority to acknowledging and embracing its responsibility to its employees and those to whom we provide a service and to the equal application of employment practices and service provision. 

 The Ten General Principles of Public Life

  •  Selflessness - members should serve only the public interest and should never improperly confer an advantage or disadvantage on any person.

  • Honesty and Integrity - members should not place themselves in situations where their honesty and integrity may be questioned, should not behave improperly, and should on all occasions avoid the appearance of such behaviour.

  • Objectivity - members should make decisions on merit, including when making appointments, awarding contracts, or recommending individuals for rewards or benefits.

  • Accountability - members should be accountable to the public for their actions and the manner in which they carry out their responsibilities, and should co-operate fully and honestly with any scrutiny appropriate to their particular office.

  • Openness - members should be as open as possible about their actions and those of their authority, and should be prepared to give reasons for those actions.

  • Personal judgement - members may take account of the views of others, including their political groups, but should reach their own conclusions on the issues before them and act in accordance with those conclusions.

  • Respect for others - members should promote equality by not discriminating unlawfully against any person and by treating people with respect, regardless of their race, age, religion, gender, sexual orientation or disability. They should respect the impartiality and integrity of the authority's statutory officers and its other employees.

  • Duty to uphold the law - members should uphold the law and, on all occasions, act in accordance with the trust that the public is entitled to place in them.

  • Stewardship - members should do whatever they are able to do to ensure that their authorities use their resources prudently, and in accordance with the law.

  • Leadership - members should promote and support these principles by leadership, and by example, and should act in a way that secures or preserves public confidence.
