What is Best Value?

Best Value is one of the Government's initiatives to modernise the way local government works. It became law on 1 April 2000. Best Value is about delivering better services and, over a rolling five-year programme, we are carrying out an in depth review of all our services. For each review we are required to:
  • Challenge the purpose behind the service 
  • Compare our performance with others
  • Consult the users of the service
  • Compete to ensure that the service provided is the most cost effective way.
In addition, Best Value insists on a challenging performance framework which requires us to publish an annual best value performance plan to report on past and current performance and identify forward plans, priorities and targets for improvement. So far we have undertaken, either individually or as part of a regional approach, Best Value reviews on:
  • Fleet management and maintenance
  • Communications and control 
  • Occupational health services and procurement

We are currently undertaking a significant strategic review of our training functions. Further reviews will be undertaken and directed by the new regional management board.

What the Auditor Said

Each year Government auditors produce an annual audit letter based on the scrutiny of our:

  • Performance management arrangements 
  • Our accounts

The Annual Report still incorporates our legal requirement under Best Value and looks back on our performance in the previous year.

HMI Inspection Report and Action Plan

Her Majesty's Fire Service Inspectorate, by the process of inspection and the provision of independant professional advice, will inform Ministers on the way in which fire authorities are performing their functions under the Fire Services Act, other legislation, and on technical matters related to those functions. Therefore the inspection process seeks to ensure brigades maintain their statutory obligations and achieve Best Value in service delivery in accordance with the requirements of the Local Government Act 1999.

Government policies inevitably effect the work of the Inspectorate and the Government's wish to modernise local government is particularly relevant. Fire Authorities, as part of the local government infrastructure, are expected to respond to the process of modernisation which involve changes in the way local authorities are financed and managed. These include:

  • new political structures
  • improvements to local democracy
  • improved financial accountability
  • an ethical framework for councillors and employees
  • improvement in services through best value in service provision
  • working in partnership with other public, private and voluntary organisations to improve effectiveness and promote the well being of communities.
